Rachel Drachman
Founding Partner
No-fault, Arbitration, Litigation Specialist
With a background negotiating high-end real estate transactions, Rachel is right at home challenging large corporations to give the very best deal to her clients.
Rachel specializes in arbitration and litigation on behalf of medical providers, using her vast knowledge of NY/NJ no-fault law to recover the medical revenue that is rightfully theirs.
Before establishing Drachman Katz, LLP, Rachel was the managing attorney at Revaz Chachanashvili & Associates P.C where she represented a diverse range of hospitals, ASCs, durable medical equipment providers and laboratories in arbitration and civil actions.
While studying in Touro Law School, Rachel completed the Mortgage Foreclosure Bankruptcy Clinic and was selected for a Externship with Stuart Weitzman, LLC. She also interned for the Attorney General’s office and the Kings County District Attorney’s Office. She holds multiple volunteer positions in community charity organizations and is a member of multiple bar associations.
David Katz

Comprehensive Healthcare Law Specialist
After earning a JD from Harvard Law School, David found his passion in simplifying complex processes to improve real-world results.
David leads the healthcare law department at Drachman Katz. By advising clients on corporate structure, compliance, real estate, coding/billing and employee/partner agreements, he reinforces the solid foundation on which profitable medical businesses rise.
Before joining our firm, David practiced in the Project Finance and Banking groups at Skadden, Arp, Slate, Meagher & Flom LLP. At Skadden, he worked on several notable transactions focusing on secured and unsecured lending, mergers and acquisition and restructuring of existing debt.
David is active in a number of participatory art groups in New York City and nationwide and advises several not-for-profit and community advocacy groups on corporate and organizational matters.
Neal Shmidman

As the firm’s COO, Neal is at the forefront of the firm’s continued advancements in technology and efficiency, delivering optimal results to our client’s.
Under Neal’s guidance, Drachman Katz, LLP has followed in the footsteps of companies such as American Express, GE, Time Warner Cable and WeWork by harnessing the power of Salesforce, the world’s #1 CRM platform, to manage the firm’s matters and continuously evolve the way the firm engages with our clients.
Neal is passionate about bringing transparency and the highest levels of customer service to the no-fault and broader healthcare legal industry. With his previous tenure as Director of Operations and Client Engagement at Revaz Chachanashvili & Associates P.C., he’s leveraging his background in medical billing and an extremely personal hands-on approach to client engagements to spur our clients’ billing and collections to peak efficiency.
Sasha Hochman
Senior Associate
From Supreme Court proceedings to arbitration hearings, Sasha Hochman channels her diverse experience in civil and criminal litigation to advocate zealously for our healthcare clients.
Sasha began her career working in a criminal defense firm in Toronto, Ontario. After moving to New York, she worked for the Office of Special Investigations at the Department of Education, then as an associate at a civil litigation and criminal defense firm. She joined Drachman Katz LLP in 2017.
Sasha holds a J.D. from Osgoode Hall Law school in Toronto and an undergraduate degree in mathematics. She’s held numerous volunteer positions and is involved with an organization to help end human trafficking.
Neil Torczyner
Senior Associate
Neil is a senior associate at Drachman Katz LLP with more than twenty-five years of experience in healthcare litigation as well as civil rights and municipal litigation.
He has represented a wide variety of clients in diverse settings, including the United States District Courts for the Northern, Southern and Eastern Districts of New York as well as in the various New York State appellate and trial level courts.
Neil has also represented clients in various government agency proceedings including the Office of Professional Medical Conduct, Workers Compensation Board and the New York City and Nassau County Pistol Licensing Bureaus.
Beyond litigation, Neil’s years of experience in the health care industry allow him to counsel clients in various regulatory issues in order to develop their practices and avoid litigation.
Neil graduated from Yeshiva University cum laude with a degree in Political Science and a Juris Doctor from Cardozo Law School where he was an editor of the New Europe Law Review and won the Nathan Burkan Competition.
Mikhail Guseynov
Associate
Mikhail Guseynov is an Associate at Drachman Katz LLP. In 2017, Mikhail began working for an insurance carrier to learn no-fault and gain experience. Mikhail joined Drachman Katz LLP in 2020 and has been handling cases in litigation and arbitration. Mikhail also handles arbitration appeals, along with settlement negotiations. Mikhail received a Bachelor’s Degree in English at St. John’s University in 2011. He then attended Hofstra University School of Law where he graduated with his Juris Doctorate in 2014. After graduating law school, Mikhail practiced as a criminal defense attorney for about three years before deciding to switch fields.
Justin Rosenbaum
Associate
Justin Rosenbaum is an Associate at Drachman Katz LLP. Justin began working in No-fault in 2018 and has gained valuable experience in recovering improperly withheld claims from insurance companies. Justin joined Drachman Katz LLP in 2020 and has argued cases in court and at arbitration hearings. He has succeeded in countless master arbitration appeals and has considerable experience in motion practice. Justin received a Bachelor’s Degree in Political Science from the University at Albany in 2013. He then attended Albany Law School where he graduated with his Juris Doctorate in 2016.
